June 2 Update

HERE IS THE REPORT FROM THE TABLE TEAM ABOUT NEGOTIATIONS ON JUNE 2

We gave the Administration team a number of dates for July meetings, impressing upon them our willingness and availability to meet regularly and often to complete our contract negotiation.

We began by discussing a three-article package from the Administration team containing  the Union Rights, Entire Agreement, and Management Rights proposals, which are all proposals that we have discussed before. We were able to secure meaningful protections for union representation, including paid steward rights, four annual course releases for union work, protection against arbitrary restrictions on union activity, and preservation of full-time status for faculty performing union duties. We also preserved just-cause protections, narrowed portions of the academic-management carveout, and secured notice and consultation rights when the University exercises emergency powers affecting faculty working conditions. After discussing with the UAOU team in caucus, we decided to tentatively agree (TA) to  the proposals.

After the Administration took a long caucus, we turned the discussion to the Promotion Appeals Process and Grievance Procedure, Mediation, and Arbitration proposals.

We reached a tentative agreement on Promotion Appeals that will define a process for bargaining unit members to appeal negative promotion decisions in all cases except promotion from assistant to associate professor with tenure. That promotion can be appealed through the process defined in the standard operating procedure recently issued by the Provost’s Office.

The UAOU team will review the newest version of the Grievance Procedure, Mediation, and Arbitration to discuss next time.

At the next bargaining session scheduled for June 23 from 12-5 at the Ridges we expect to review the Administration’s Disciplinary Action proposal. This will wrap up most, if not all of the proposals we have written and passed to the Administration team that they have framed as “not financial.. We continue to impress on them that faculty are frustrated and want to discuss financial proposals now.
